Planning Applications

All Planning Applications submitted to the local planning authority (North York Moors National Park Planning Authority) are copied to the relevant Parish Council to enable local views and issues to be heard in relation to each application.

Parish Councils can, after due consideration, either approve or disapprove of a particular application and highlight local issues or concerns that may not be immediately apparent to the Planning Authority without local knowledge.

The Planning Authority are not obliged to concur with such comment or recommendation and the ultimate decision of the authority may not reflect the recommendation of the Parish Council . 

Listed below is a summary of the recommendations of this Parish Council for all planning applications submitted during the last twelve months, and of any published decisions of the NYMNPA Planning Officers and/or committee.

17/01/2019

NYM/2018/0768/FL – Application for removal of static caravan and construction of additional commercial garage at Green Garage, Glaisdale.

GPC Decision : No Objections

NYM/2018/0773/FL – Application for erection of 2 no. agricultural storage buildings at Redmire Farm and land west of High Whinns Farm, Tranmire, Whitby.

NYM/2018/0829/FL – Application for installation of 1 no. interpretation board at location opposite Arncliffe Terrace, Glaisdale.

GPC Decision : While members welcomed the installation of this interpretation board, and confirmed the councils’ commitment to the future care of the installation, concerns were voiced over the positioning of the board as per the submitted plans and also of the apparent requirement to enter into a legal agreement with Dawnay Estates to guarantee the boards’ status and integrity into the future. This matter is to be raised with Mr T Mutton of NYMNPA (who has initiated this planning application) prior to any action by this council.

15/02/2018

NYM/2018/0057/NM - Application for non-material amendment to planning approval [NYM/2013/0560/FL] to allow amendments to the windows and the orientation and design of the pitch to the porch roof at Hill Top Farm, Shaw End, Lealholm.

GPC Decision : No objections raised but comments appended - ie - "Members in general agreement that the changes proposed were not objectionable but that the development included elements that impacted on local residents and which have been commented upon previously, ie intrusive and over bright-lighting which still remains unchanged and which is visible from some distance in an otherwise dark landscape."
These comments to be forwarded to NYMNPA in response to this application..

15/02/2018

Application for retention of general purpose agricultural storage building not in accordance with NYM/2013/0560/FL at Hill Top Farm, Shaw End, Lealholm.

GPC Decision : No objections raised. but comments appended -ie- "The second application has been re-submitted without any change seeking to legitimise the building construction which has dimensions in excess of those proposed in the original application. Whilst members did not believe that the increased dimensions were significantly objectionable, members believed that some observations made by NMYNPA when deciding the original application were erroneous (ie. The fact that the large size of the building is not apparent from any publicly accessible area despite there being a public footpath running alongside the building!)"
These facts to be submitted again to NYMNPA as part of GPC response to these applications.

NYM/2019/0080/CLE - Application for Certificate of Lawfulness for occupation of dwelling house without compliance with agricultural occupancy restriction in excess of ten years at Stonecroft, Low Wood Lane, Lealholm.

18/04/2019

NYM/2018/0310/FL - Application for demolition of filling station and construction of Bed and Breakfast accommodation at Honey Bee Nest, Glaisdale. Referral information.

GPC Decision : • Members advised of the outcome of a recent site visit to the location of this proposed development and of NYMPA decision on this application.

• The site visit appraised proposals for significant changes to the original application which added an extended car parking area to the field situated below the main development and other changes to the main building.

• Members thought that such major changes to the development should have been offered as a consultation to the parish council and other affected interests prior to any decision being taken by NYMNPA. As it transpires, the application has been granted approval before any such consideration could take place.

NYMNPA Decision : Approved with conditions.

NYM/2018/0272/FL – : Application for variation of condition 3 of planning approval NYM/2010/0522/FL to allow the building to be occupied as local occupancy dwelling at Glaisdale End Methodist Chapel, High Street, Glaisdale.

NYM/2018/0316/NM – Application for non material amendment to planning approval NYM/2017/0546/FL to allow the ommission of Jambs and Mullions to 4 no. windows and alterations to ground floor window opening on single storey extension at Greenleigh, Glaisdale.

NYM/2018/0347/FL – Application (Retrospective) for construction of replacement balcony to rear at 8 Park View, Glaisdale.

GPC Decision : No Objections.

NYM/2018/0310/FL – Application for demolition of existing filling station and construction of Hotel comprising 7 no. letting rooms together with tearoom and spa/beauty facility and associated parking and landscaping works at Honey Bee Nest, Glaisdale.

GPC Decision :

• Members considered this application at length and were unanimous in opinion that the proposed development was inappropriate at this location, being too large, having insufficient parking spaces to accommodate staff, residential visitors and day visitors to the proposed Spa/Tea Room facilities. Numerous observations were also made regarding likelihood of excessive noise and traffic both during any construction period and subsequently once the development commenced operation.
• The previous use of this location was for a motor repair and fuel sales business, which had operated for a considerable period of time (decades) and over that time there has been significant subsidence on the site and in surrounding area and the possibility of significant hydrocarbon contamination of the ground which, if disturbed, could spread onto local property and into nearby watercourses which feed into the river Esk.
• Members are not opposed to the development of this site in a manner that negates the concerns raised but consider that the development as proposed does not do this and the application should be refused as is.

NYM/2018/0454/FL – Application for change of use of domestic garden to tea garden at Underhill Cottage, Glaisdale.

NYM/2018/0014/FL – Amended application for construction of lean-to extension to form store together with creation of field access track at Witchpost Cottage, Common Lane, Glaisdale.

NYM/2018/0347/FL – Amended application (retrospective) for construction of replacement balcony to rear at 8 Park View, Glaisdale.

GPC Decision :  No Objections raised. --  It was noted that this application was heard at the Planning Committee meeting held earlier today (20th) and that approval was given for the work already done on condition that screening work was also incorporated to mitigate the privacy issues raised by neighbours. The attached conditions to apply in perpetuity.
